Aren't these the "clouds" that spew out of the back of airliners like
contrails, but don't disappear as they're supposed to? They continue to
spread out and create a layer of haze. I see it all the time. In fact
it's happening over San Diego today

What means "how they are supposed to"? Can you imagine, that contrails can
spread out in a natural way, for example due to meteorological conditions
like high humidity during air mass advection?
